The four questions for any street team
- Hand to hand, or something set down? Many cities allow handing a flyer to a willing person but need a permit the moment you set down a table, tent, banner or cooler.
- Flyers or samples? Several cities treat free samples differently from paper, and some define "handbill" to include samples.
- Cars, doors and poles. Flyers on windshields and posting on poles are banned almost everywhere we checked.
- Sound. Amplified sound usually needs its own permit, separate from the event permit.
Handing out non-commercial leaflets is protected speech, and courts have struck down or blocked some city handbill rules (see Miami Beach and the Las Vegas Strip). Commercial distribution can still be regulated. When a rule is in doubt, ask the city in writing.

Street team checklist for any city
- Hand flyers only to people who want one. Never on cars, poles, trees or doors.
- Pick up your own discarded flyers nearby at the end of the shift (required in Los Angeles and Philadelphia, good practice everywhere).
- Set nothing down on the sidewalk unless the permit allows it.
- Keep the sidewalk clear and stay away from entrances, crosswalks and outdoor cafes.
- Carry the permit, the brand's authorization and the insurance certificate.
- Food or drink samples usually bring in the health department too.
Coming next (not ready to publish)
- Washington, DC: DDOT requires a public space permit to occupy or install anything on public space, and depositing handbills on public space is a listed litter infraction. The main handbill rule (21 DCMR 701) has not been read yet, and federal land like the National Mall has separate National Park Service rules. Held back until verified.
- City of Las Vegas (downtown and Fremont Street), Houston, Dallas, San Diego, Phoenix, Portland, Charlotte, San Antonio: queued.
Frequently asked questions
Do I need a permit to hand out flyers?
It depends on the city. Philadelphia requires a license for commercial handbills and Boston a Public Works permit, while Atlanta and Nashville allow hand-to-hand distribution to willing people, and Chicago's code allows hand to hand only. Check the city section above.
Is it illegal to put flyers on cars?
In every city above where we found a rule (New York, Los Angeles, Chicago, Philadelphia, Atlanta, Nashville, and Miami Beach as litter), yes.
Can a street team hand out free samples on the sidewalk?
Often only with a permit. San Francisco requires a Public Works permit and Miami Beach a Brand Promotion / Temporary Sampling permit. In New York you need no SAPO permit if samples stay on your person.
