Last checked: November 6, 2026. Confidence: medium for permits, low for handbill rules.
This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- The Austin Center for Events (ACE) special event permit generally applies to events that affect a street, sidewalk or other right-of-way, or that have 50+ attendees with tents, stages, outdoor amplified sound or food and drink.
- Any use or closure of sidewalks, streets, alleys or parking lanes needs a right-of-way permit, issued only after an ACE application.
- Outdoor amplified sound needs ACE approval, with closer review within 600 feet of homes. Food needs a temporary food event permit (sealed prepackaged items generally do not). The guide says city code prohibits banners for commercial advertising.
- We found no general handbill distribution ordinance in the city code. In the Historic Sign District, no flyers or temporary signs on structures (25-10-121(C)).
Verifywhether a walking team with flyers or packaged samples counts as affecting the right-of-way; flyers on cars.
