Last checked: November 6, 2026. Confidence: high for handbill rules, medium for permits.
This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- Handing out free flyers to a person willing to take one is allowed. Throwing or leaving them in public places is not (Metro Code 10.24.030).
- No flyers on or in vehicles, though you may hand one to an occupant who wants it (10.24.040).
- "Commercial handbill" includes samples (10.24.010). No distribution on private property after sunset or 7 p.m., whichever is later (10.24.180).
- NDOT issues special event permits, and every event also needs a street, lane or sidewalk closure application, at least 45 days ahead. Amplified sound at events ends by 11 p.m. Promotional signs are not allowed in the right-of-way.
Verifywhether a mobile sampling team on Lower Broadway with no setup needs an NDOT permit.
