This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- Denver's old handbill distribution article was repealed in 1993, per the editor's note in the current code.
- No posting on public property without permission from the transportation department, or on private property without the owner's OK (DRMC 3-1).
- An Event Operational Permit from Public Event and Film Permitting may be required for public events on streets, sidewalks, alleys or plazas, even if free. Applications are due 60 days before setup, and none are accepted under 30 days. Using the street or sidewalk also needs a Special Event Revocable Street Occupancy Permit from DOTI.
- Event amplified sound follows the noise ordinance, with a sound plan due 30 days ahead.
Verifywhether a small mobile team with no setup needs either permit; flyers on cars (none found).
