Last checked: November 6, 2026. Confidence: high for handbill rules, medium for permits.
This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- No flyers on parked cars (City Code 6-2 and 74-607(d)).
- Hand to hand is allowed. Throwing or leaving flyers on property open to the public is not (74-607(a)). The city's litter definition of "handbill" includes samples, so leftover samples count too.
- The Mayor's Office of Special Events permits outdoor events and asks up front whether an event includes advertising or product sampling or uses sidewalks and streets. In parks, sampling events need an Outdoor Festival application.
Verifywhich permit covers a sidewalk sampling team outside a park; amplified sound.
