Last checked: November 6, 2026. Confidence: high for handbill and sound rules, medium for permits.
This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- No flyers on cars (LAMC 28.01), with a presumption against the business named.
- No-hand-out zones on public property (LAMC 28.01.1): the roadway, medians, people in unparked cars, within 10 feet of a building entrance or crosswalk, along or within 10 feet of a construction fence, and driveways.
- Cleanup duty: whoever hands out flyers on a sidewalk or in a park must pick up discarded copies of the same flyer within 100 feet.
- No posting on poles, curbs, trees, hydrants and signs (28.04). No leaving flyers at homes posted "No Advertising" (28.02).
- Amplified sound (LAMC 115.02): commercial use is barred in and within 500 feet of residential zones, and between 9 p.m. and 8 a.m. elsewhere. Sound may not carry beyond 200 feet. Sound trucks are barred on Hollywood Blvd (Vermont to La Brea), Wilshire, Sunset, Vine and downtown's Central Traffic district.
- Special Event permits go through the city's Special Events Portal (StreetsLA), due 45 days ahead with proof of insurance.
Verifywhether a small mobile team with no setup needs a StreetsLA permit; whether amplified sound needs a separate police permit.
