This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- SDOT's Street and Sidewalk Activities permit covers small and medium activities on streets, sidewalks, alleys and plazas (under 300 people at once, no alcohol). Apply 8 weeks or more ahead. Bigger events go to the Office of Economic Development.
- Vendors at a permitted activity (including businesses that promote or share information) are listed on the application. Food vendors need Public Health Seattle and King County permits.
- No posting on city-owned structures or trees (SMC 15.48.105). In parks, flyering may not block people or vehicles (SMC 18.12.060).
Verifywhether hand-to-hand commercial flyering needs a Street Use permit; flyers on cars; amplified sound.
