This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- Handing out free samples for advertising on any street, sidewalk or public right-of-way needs a Public Works permit first (Public Works Code 184.51). The application lists the people who will distribute, the locations, dates and hours.
- No leaving flyers at homes or businesses with a "No Handbills" sign, and anything left on private property must not blow away (184.70).
- Outdoor amplified sound with no live performer needs a One Time Outdoor Amplified Sound Permit from the Entertainment Commission, at least 2 weeks ahead, generally 9 a.m. to 10 p.m.
Verifywhether paper flyers alone need a permit; any citywide rule on flyers on cars.
