This is not legal advice. It is a plain-English summary of public city rules. Codes change, posted code text can lag new ordinances, and some rules have been challenged in court. Confirm with the permit office linked below before your team hits the street.
- Handing out handbills advertising goods for sale on a street needs a permit from the Commissioner of Public Works (Code 16-12.3), which comes with size rules to limit litter. Non-commercial handbills need no permit.
- Outdoor public events go through an Outdoor Public Event application, at least 10 business days ahead for small one-day stationary events (longer for bigger ones). Advertising is submitted with the application.
- Taking up part of a street or sidewalk (tents over 10x10, fencing, generators) needs a Public Works street occupancy permit, at least 7 business days ahead. Food needs an Inspectional Services temporary food permit.
Verifyhow to apply for the commercial handbill permit today; flyers on cars; amplified sound.
